A Malagasy Developer-Operator with French Engineering DNA

Founded in 2010 by Andre FILLET — a French engineer with 25+ years in Madagascar's energy sector — HIER designs, builds, owns and operates renewable power plants nationwide.

From Hydelec to HIER — a proven track record

HIER's story began under its earlier entity HYDELEC Madagascar, which delivered the Sahanivotry (2008) and Maroantsetra (2010) hydropower plants — infrastructure that still feeds the Antananarivo interconnected grid and the Maroantsetra network today, including dams, headrace canals, penstocks, powerhouses and 20 kV / 63 kV transmission lines.

As HIER, the company added three plants in the Amoron'i Mania region in 2013-2014 — Ankerivato (560 kW), Soavina (60 kW) and Ankilizato (100 kW) — electrifying more than 4,000 households. In 2022, in partnership with ADER, the European Union and the NGO GRET, two more plants entered service: Sahatona (1.6 MW) and Ambatosia Bealalana (1.7 MW).

2008

Sahanivotry Hydropower Plant

First plant delivered under the earlier entity Hydelec Madagascar. Feeds the Antananarivo interconnected network (RI Tana). Scope: dam, headrace canal, penstock, powerhouse.

2010

Maroantsetra Plant + HV Grid

Second Hydelec-era project. Powers the Maroantsetra electricity network, including 20 kV and 63 kV HV transmission lines constructed by the company.

Two new plants commissioned in 2022 in the Haute Matsiatra and Sofia regions, in partnership with ADER, the European Union and GRET. Significantly increased rural electricity access in both regions.
