HIER is the local execution engine of the TCH HYDRO x HIER alliance — a Malagasy company founded in 2010, operating 5 hydropower plants across 5 regions, serving 6,500+ subscribers and feeding surplus power into the JIRAMA national grid.
Founded in 2010 by Andre FILLET — a French engineer with 25+ years in Madagascar's energy sector — HIER designs, builds, owns and operates renewable power plants nationwide.
HIER's story began under its earlier entity HYDELEC Madagascar, which delivered the Sahanivotry (2008) and Maroantsetra (2010) hydropower plants — infrastructure that still feeds the Antananarivo interconnected grid and the Maroantsetra network today, including dams, headrace canals, penstocks, powerhouses and 20 kV / 63 kV transmission lines.
As HIER, the company added three plants in the Amoron'i Mania region in 2013-2014 — Ankerivato (560 kW), Soavina (60 kW) and Ankilizato (100 kW) — electrifying more than 4,000 households. In 2022, in partnership with ADER, the European Union and the NGO GRET, two more plants entered service: Sahatona (1.6 MW) and Ambatosia Bealalana (1.7 MW).
HIER covers design, studies & engineering → construction supervision → construction → operation, with in-house expertise in civil engineering, hydromechanical works, electrical installations and power lines — plus environmental compliance.
Every plant below is operational today — powering households, administrations and SMEs across the island.
First plant delivered under the earlier entity Hydelec Madagascar. Feeds the Antananarivo interconnected network (RI Tana). Scope: dam, headrace canal, penstock, powerhouse.
Second Hydelec-era project. Powers the Maroantsetra electricity network, including 20 kV and 63 kV HV transmission lines constructed by the company.
Three plants built by HIER in the Amoron'i Mania region — electrified 4,000+ households and transformed daily life in surrounding communities.
Two new plants commissioned in 2022 in the Haute Matsiatra and Sofia regions, in partnership with ADER, the European Union and GRET. Significantly increased rural electricity access in both regions.
Active presence across the island, with regional offices ensuring local proximity to every customer and partner.
Backed by international donors (KFW, EU, BAD, USAID, GIZ) and aligned with Madagascar's rural electrification roadmap via ADER.
Flagship SAVA project. Targets 19 rural communes across Andapa & Sambava districts. Injects into JIRAMA Andapa/Sambava networks. APD complete; PAR & due diligence in progress.
Serves 8 rural communes near Anjozorobe and injects into the JIRAMA Anjozorobe + RI Tana grid. Targets 50,529 inhabitants, 4,864 households in Year 1.
Supplies Ambohitrandriamanitra, Sabotsy, Anosibe communes + surrounding villages. Injects into the JIRAMA Antananarivo RI grid. Targets 3,559 inhabitants, 631 households Y1.
Largest planned plant in the Amoron'i Mania cluster. Serves Sandrandahy, Imito, Fiadanana, Mahazoarivo, Alakamisy communes. Injects into JIRAMA Ambositra RI. Targets 102,952 inhabitants, 5,705 households Y1.
Twin plants at Chute Mahitsiniandro (Mania 1) and Chute Mandeha (Mania 2). Supply Tsarasaotra commune + Ambohitsara fokontany. Inject into JIRAMA Antsirabe/Tana RI. Targets 11,277 inhabitants, 770 households Y1.
Ankilizato (Menabe): solar + battery hybrid to reinforce the existing hydro plant during low-flow season. Antsohihy & Ambatoriha Est (Sofia): 100+ km of MT network extension off the Ambatosia plant to reach 16,000+ new inhabitants.
Beyond construction, HIER operates the plants it builds — giving the TCH x HIER alliance true end-to-end local delivery.
Design & engineering, construction supervision, civil & hydromechanical works, electrical installation, power lines, commissioning and long-term O&M — all under one roof.
Proven experience injecting surplus generation into JIRAMA networks (Bealanana NW, Fianarantsoa/Antananarivo RI) — critical for any utility-scale project in Madagascar.
Prepaid keypad meters with Orange Money SMS top-up — enabling even unbanked rural customers to access electricity and giving operators predictable cash flow.
On-the-ground presence in every operating region — Amoron'i Mania, Haute Matsiatra, SAVA, SOFIA, MENABE — for fast customer service, maintenance and community relations.
Active partnerships with ADER, KFW, EU, BAD, USAID, GIZ and GRET — HIER knows how to navigate Malagasy licensing, environmental approvals and donor-funded procurement.
Already piloting solar + battery hybridization at Ankilizato (Menabe) to stabilize dry-season output — directly relevant to microgrid and minigrid projects across Africa.
TCH HYDRO brings the turbines, switchgear and 20+ years of manufacturing. HIER brings the local licensing, JIRAMA integration and operating expertise. Together: one turnkey partner from feasibility to commissioning.
